The construction of a 600,000-ton per year MSW landfill in the Belogorsk district of the Republic of Crimea is on schedule. Work to commission the facility is at a high level of readiness. The construction of the landfill is being financed by issuing bonds of the Russian Environmental Operator.
“In accordance with the territorial waste management scheme of the Republic of Crimea, the landfill in the Belogorsk district will be the only one in the region and will be able to accept 600,000 tons of MSW per year. These will be the ‘tails’ from other complex facilities that are being built to create a unified MSW management system in Crimea,” said Denis Butsaev, Deputy Minister of Nature and Ecology of the Russian Federation.
Investments in the project are estimated at 1.4 billion rubles. It is being implemented on the basis of a public-private partnership (concession). 94% is financed by issuing REO bonds, another 5% is financed by the project initiator, which is Crimean Ecological Operator LLC (KEO LLC), 1% is a loan from Sberbank.
The first bond issue took place in September 2024. The Central Bank registered the issue for 1.271 billion rubles, the funds were used to build a facility in the Belogorsk district.
“The construction of a new landfill in the Belogorsk district is proceeding according to plan. This solid municipal waste disposal facility will allow the region to achieve the federal project indicators,” noted REO General Director Irina Tarasova.
Now the builders are installing a waterproof barrier made of a special material, forming a slope and developing the soil at the landfill.

As part of the implementation of the decision of the heads of glass container factories dated January 16, 2024, the StekloSoyuz Association of Russia continues to work with the Government of the Russian Federation, the PPC REO, relevant ministries and departments on the application of extended producer responsibility (EPR) for glass factories. Including on the organization of separate collection of glass waste, recognition of glass factories as recyclers, tariffs, standards, VAT and other areas necessary for the development of secondary raw materials production.
